I assume you're one of the residential internet customers. You should be able to edit now. There does seem to be a web hosting business on this IP range, but I made it so logged-in users can still edit. "Minor edit" has a very specific definition on Wikipedia – it refers only to superficial edits that could never be the subject of a dispute, such as typo corrections or reverting obvious vandalism.
