In any case, I will explain the reasons why I think Yuri Salko enough known. According to the rules:

Authors, editors, journalists, filmmakers, photographers, artists, architects, and other creative professionals: The person is regarded as an important figure or is widely cited by peers or successors.
For an example, the German encyclopaedia "Who's Who in visual Art", where Salko mentioned in the last two editions since 2012.

In addition, it has a feedback in the Ukrainian, Moldovan and Italian press for his work released brand public postal service.

The person has created, or played a major role in co-creating, a significant or well-known work, or collective body of work. 2015: Medal Intercession of the Theotokos, Diocese, Moldova; Award, Art Revolution Taipei International Competition, Taiwan International Contemporary Artist Association, Taiwan.
