While Ambassador Sullivan was in Laos, he was charged by presidential directive with running the "Secret War" within Laos. By so doing, he was functioning as the equivalent of a four-star general like Westmoreland because he was directing air and ground combat operations throughout Laos. His authority in this instance was a unique event in U. S. diplomatic history. His tenure in Laos thus deserves extensive coverage.
