I am of the opinion that this was the /j/, lost early enough to mean that the Ogham letter could not be understood by later authors. I suggest that it is a straight loan from (ultimately) Greek iota, so something like /joːta/ then with the usual later development /oː/ > /uə/. This would fit in nicely with the rest of the system.
