It appears to me that every single Roman republican consul (once Rome expands outside of Latium at least) meets the notability guideline under WP:POLITICIAN. That said, it may be useful actually to apply an exception in this case, though I can’t say I’m sure what the right criteria would be, because there really are a lot of consuls. @Ifly6: The best criterion here is SIGCOV/GNG. The problem with "all consuls are notable" is that some are simply unremarkable as a matter of fact, and will never have more than a single sentence of information available on them. Consuls already have a dedicated list, and the guidelines say we shouldn't have redundant spin-off articles, which is the case if yours will contain nothing more than "X was consul in Y BC".
