Quotes[edit]

Too much of this article "is in quotes" or "even [sqaure] brackets". It is over the top. The points are either actual or the article is based on speculation. The quotes are often, as in this case, use when the quote's meaning is unclear or its would otherwise be unwise to interpret independently without secondary sources (and the quotes are used to identify what is from a primary source.) For example, it is unwise to interpret that just because the Kosovo Constitution "accept[ed]...the obligations" of the Ahtisaari Plan, that it is conclusive that the constitution is "consistent with" the Ahtisaari Plan. See WP:PRIMARY for further detail on why interpretation (assertions) of the Kosovo Constitution (a primary source) is discouraged, but direct quotes (assertions of assertions) are OK.
For example, while it would be reasonable to assert that the United States Senate claims to have fully accepted the obligations of the International Covenant on Civil and Political Rights in its consent resolution, this does not necessarily mean that the United States Constitution and law are consistent with it. One is a fact, the other is an interpretation and subject to valid debate and should not to be asserted without at least secondary and tertiary sources. As someone who created much of the content, neither do I. But no, you are incorrect, there is a 3rd possibility: the quoted material are quotes from a primary source; they are neither guaranteed to be "actual", nor is the article "based on speculation" because of quotes. Quotes were literally designed for this purpose.
It avoids having to actual interpret anything, given that their are no reliable secondary sources which provide hard undisputed facts that I have found. But it was better than nothing I thought, and the primaries did a good job of linking the EUSR to the ICR ("shall be the same person"). Whether they actually were, or were thereafter supposed to be, is unknown, but I do know the original Ahtisaari Plan, as submitted to the UN Security Council by the UN Secretary-General, said as much, per the primary ref.
