July 2021[edit]

Although EFAS gave 3 days notice, it was ignored almost everywhere - one suspects Germany had finished work at lunchtime on Friday, completed housekeeping by lunchtime Saturday, and didn't react Monday. As a result, no preparedness had been taken. Indeed, in Belgium, a decision to partly empty the dam at Eupen in the middle of Wednesday night came on top of the sudden rainfall and wiped out five towns.

Communications are therefore an issue: what methods are used, exactly? Is any verification that a human has actually acknowledged receipt included?
