Fair use rationale for Image:Gosprom.jpg[edit]

Image:Gosprom.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

Derzhprom vs Gosprom[edit]

Derzhprom is the famous building in Ukrainian city of Kharkiv. It's absolutely normal to have its transliteration from Ukrainian here. Ok, Russian is official in Kharkiv too. Hm, however, what does it mean? --Riwnodennyk 01:27, 22 June 2009 (UTC)[reply]

Usage[edit]

Aside from the conspicuous absence of an infobox for a structure of such national and international importance, the most thing missing of all is even a general mention of the buildings use/function in the opening sentence. I get the impression from reading up on it that it was primarily a state office building, but someone else versed in the Ukrainian language would be best to edit the page to describe its use in the opening paragraph. As for the other uses (conference center, television studio, etc), that could go in a "Use" or "Usage" section, and that would definitely require someone with understanding of the language to properly convey its many uses.
