What is the intended scope[edit]

do we want this to be civil Servants who were employed by the Ottoman Empire, regardless of their nationality? Or civil Servants who were nationals of the Ottoman Empire, even if they were employed differently? I think in a federal system where you clearly have civil Servants who work for distint sub national entities you want the later. So in the US, and probably Germany, Brazil, India and some other countries. In France though it might make sense to have only the former. Either title would encompass people who are civil Servants of one country who actually work in another place, at least if they are clearly nationals of the country they work for. The scope is different, but I am pretty sure fairly close in unitary governments. Here I think the question we lay have to ask if do we want civil Servants of semi-autonomous areas like Eastern Rumelia included or excluded?
