I have doubts on whether this image should be attributed to "Prof Delbruck" - presumably Professor Hans Delbrück, the editor at the time of "Preußische Jahrbücher", a Prussia-centric nationalistic publication which did not have an English-language edition and dealt mainly with medieval to early-modern history and history of the arts. Delbrück, who had been a member of the Prussian Parliament in the 1880s, was critical of WWI-era German imperialism and might have drafted the map as a way of criticizing ambitions of the German leadership. The map that we see here seems to have been published in The British Dominions Year Book 1918, Edited by Edward Salmon and James Worsfold. London: Eagle, Star and British Dominions Insurance Co.
