English: Gen Eugene Habiger worked as the Department of Energy’s director of security and emergency operations from 1999 to 2001. As the Department’s “security czar,” he was charged by the energy secretary with changing the security culture at the Energy Department and establishing a program to reenergize and restore confidence in the Department’s security program.
